				<content:encoded><![CDATA[<p>We already were aware that Janet Napolitano has presided over Arizona&#8217;s decline to the <a href="http://www.kold.com/Global/story.asp?S=3645986">worst crime rate in the nation</a>.<br />
Now we learn that Arizona, while first in the nation in crime , is <a href="http://www.azcentral.com/news/articles/1017SmartStates17-ON.html">last in the nation in education.</a> The article talks about &#8220;smartest states,&#8221; but in reality is measuring 21 elementary and secondary education factors.<br />
The illusion of competence surrounding Janet Napolitano&#8217;s tenure as Governor is shattered by the hard, cold reality of these facts.<br />
Add to that an unwillingness to address border security and an inability to effectively reform CPS, and it&#8217;s time for a change.</p>

				<content:encoded><![CDATA[<p>Tonight we receive news that British police have so far thwarted a <a href="http://news.sky.com/skynews/article/0,,30000-1230417,00.html">potential major terrorist attack</a> on airplanes flying from Great Britain to America.<br />
We cannot lose sight of the fact that we remain a nation at war. Islamic terrorists continue their efforts to kill Americans and strike on our soil.<br />
These are serious times that call for serious, tough leadership. I remain stunned that 5,000 or more people cross our borders unlawfully every day at a time when we know that committed terrorists are continuing to enter our country so they can kill massive numbers of Americans.<br />
And apparently, Janet Napolitano is still OK with that. I am not.<br />
I can and would secure the border quickly after assuming office in January. Janet Napolitano will not. It&#8217;s that simple.</p>

				<content:encoded><![CDATA[<p>A thankful community is expressing relief today at the <a href="http://www.azcentral.com/news/articles/0804shooter-ON.html">apprehension of two men</a> believed to be the serial shooters who are responsible for six murders and dozens of shootings in the Phoenix metropolitan area over the past year.<br />
We should all be proud and appreciative of the diligence and professionalism of our hard-working law enforcement officers in tracking down these criminals.</p>

				<content:encoded><![CDATA[<p>One of the reasons Janet Napolitano has a comfortable approval rating is because she doesn’t have to defend herself or her failings – not as long as she has her media lapdogs available to do it for her.<br />
This became glaringly apparent at our press conference on crime last week. Rather than covering a news story, several reporters set themselves up as defenders of the Napolitano-Goddard record on crime, and then wrote stories reflecting their own bias. The supposedly objective members of the press could not have been any more committed to Napolitano’s talking points and spin than if they were on her payroll.<br />
This trend continues with today’s <a href="http://www.azcentral.com/arizonarepublic/opinions/articles/0727thur1-27.html">lead editorial</a> in <em>The Arizona Republic</em>. A newspaper that did not see fit to cover our press conference, now takes half a page to blast us for something we did not do.<br />
The editorial says:</p>
<blockquote><p>“It is one matter for political candidates to attack incumbents on issues of law and order … Debating crime trends – and the records of sitting politicians regarding those trends – is political fair game, certainly.”</p></blockquote>
<p>Guess what? That is exactly what Bill Montgomery and I did last week. We stood up at a press conference and challenged the record of Janet and Terry on law and order issues, and pointed out that Arizona has had the worst crime rate in the nation the entire time they have been in office. And we described our background with law enforcement and some of our specific ideas to make a difference.<br />
But the editorial also says this:</p>
<blockquote><p>“… the sudden burst of opportunism from political aspirants … linking the spate of despicable shootings and sexual attacks in Phoenix to the presumed priorities of officeholders is well beyond the limits of decency.” And also: “That which is not fair game – indeed, that which is contemptible in its outlandish callousness – is to suggest that one officeholder or another should be held personally responsible for a sudden, brutal spate of serial murders and rapes …”.</p></blockquote>
<p>On several occasions at the press conference I was goaded by reporters to do exactly that, and I refused. In fact, I said explicitly in response to whether I thought Janet Napolitano was responsible for the serial murders and rapes – “No, you cannot tie any particular crime spree to a particular officeholder.” I simply noted that our worst crime rate in the nation was not getting much attention from our Governor, our Attorney General, and the media until this crime spree began to happen.<br />
The media wanted me to blame Janet Napolitano for the serial murders so that they could attack me for doing so. I did not fall for the bait. So they attacked me anyway, accusing me of doing what I specifically declined to do, and following the talking points laid out for them last week by Janet Napolitano’s campaign team.<br />
As I said, it’s easy to have high approval ratings when the media adopts your campaign talking points for you.  Once we have a chance to debate these issues and speak directly to the people – without the liberal media filter – we will see where the people of Arizona stand.</p>

				<content:encoded><![CDATA[<p>At our Friday press conference on crime, I said &#8220;For a Governor who claims a background in prosecution, Janet Napolitano has been deafeningly silent on the issue of crime. Tragically, it has taken the presence of serial murderers and rapists in our community to draw public attention to our state’s serious problem with crime.&#8221; In a <a href="http://www.lenmunsil.com/2006/07/the_truth_hurts.php">previous post</a>, I made it clear I am a huge supporter of local law enforcement, but was concerned about the lack of leadership being provided by Janet Napolitano and Terry Goddard in combating crime given Arizona&#8217;s worst crime rate in the nation during their entire terms of office.<br />
In response, the Democratic Party issued this <a href="http://www.azdem.org/press/271/munsil-lashes-out-at-law-enforcement-in-attempt-to-use-crime-as-issue-for-political-gain">press release</a>. In addition to again trying to turn my critique of Janet Napolitano into an attack on local law enforcement, the release includes this choice quote:</p>
<blockquote><p>Democratic party Chairman David Waid responded to today’s press conference from Washington, DC, where he was attending the Democratic National Committee’s Rules and Bylaws Committee. “Munsil has been deafly [sic] silent on crime for his entire career and he’ll never utter another word on crime after he looses [sic],” said Waid. “It is disappointing that candidates for Governor and Attorney General would use issues as sensitive as rapes and serial killings for political gain.”</p></blockquote>
<p>Deafly silent? Look David, if you&#8217;re going to steal my lines at least learn how to spell. And for your information, here is how &#8220;deafly silent&#8221; [sic] I have been on crime for my entire career:<br />
Even though she is 6 years older than me, I was involved with the law enforcement community long before Janet Napolitano left her job as a trial lawyer to be Bill Clinton&#8217;s political appointment as US Attorney in Arizona. That was her first experience with law enforcement. By the time she was appointed US Attorney in 1994, I had traveled the country teaching thousands of prosecutors and law enforcement officials how to effectively prosecute child pornography and obscenity crimes that led to the abuse of women and children, and was co-author of a book used by prosecutors nationwide. Another legal manual I wrote included a foreword written by President Reagan&#8217;s Attorney General, Edwin Meese, a member of my board of directors. I had been appointed by Gov. Fife Symington to the Arizona Juvenile Justice Advisory Council. I had worked with former Chief Asst. Attorney General Steve Twist on Arizona’s victim&#8217;s bill of rights. I had been appointed a special deputy county attorney by Rick Romley, and been involved in anti-drug coalitions in our community.<br />
That&#8217;s right, long before Janet Napolitano began creating her phony political image as a tough on crime prosecutor, I had trained thousands of prosecutors around the nation, co-written two books used by law enforcement, and been actively involved in many facets of local law enforcement.<br />
Falsely claiming that I have never been involved in fighting crime during my career demonstrates how worried the Democrats are about our campaign. Like it or not, they are going to have to defend Janet Napolitano&#8217;s liberal ideology, soft on crime judicial appointments, and weak record of addressing our nation&#8217;s worst crime rate. And lying about my background isn&#8217;t going to help make your case.<br />
You wanna debate who&#8217;s tougher on crime? Bring it on.</p>

Hmmm &#8230; the nation&#8217;s leading experts on identity theft, who have worked with Napolitano on this issue, are <a href="http://www.lenmunsil.com/2006/06/fraudulent_veto.php">supporting me</a>. And I think Noah&#8217;s a little confused &#8212; it&#8217;s not Janet&#8217;s record that is &#8220;second to none.&#8221; It&#8217;s Arizona&#8217;s worst crime rate in the nation during her entire time in office that is &#8220;second to none.&#8221;</p>

Reporter Howie Fischer, who specializes in covering press releases from the Democratic Party, managed to get all of Janet Napolitano&#8217;s talking points into this &#8220;<a href="http://www.azstarnet.com/sn/hourlyupdate/138881.php">objective&#8221; news story</a> without even talking to her.<br />
Nevertheless, our message got out &#8212; Arizona has had the worst crime rate in the nation for their entire terms of office, and Janet Napolitano and Terry Goddard have been deafeningly silent on the issue.</p>

				<content:encoded><![CDATA[<p>Obviously Janet Napolitano is not excited that people are beginning to notice that Arizona has been No. 1 in the nation in crime during her entire administration. My <a href="http://www.lenmunsil.com/2006/07/while_nero_fiddles.php">post</a> last night obviously hit a nerve on the 9th floor, because Janet&#8217;s campaign spokesman hit back with a brutal, over-the-top quote <a href="http://www.bizjournals.com/phoenix/stories/2006/07/10/daily39.html">attacking me</a> for a bunch of things I never said or implied.<br />
Amazingly, Janet&#8217;s spinmeister managed to call me &#8220;beyond contempt,&#8221; &#8220;reckless,&#8221; &#8220;appalling&#8221; and &#8220;irresponsible&#8221; in one short sound bite. He stopped short of accusing me of being one of the serial killers, but just barely.<br />
As someone who worked for years to train and assist  law enforcement around the nation, I am a big supporter of our men and women who put their lives on the line to fight crime. Since this seems to have escaped the Napolitano campaign, let me clarify &#8212; it is your lack of leadership I am criticizing, not the efforts of our local police. To suggest otherwise is &#8220;beyond contempt.&#8221;<br />
Instead of attacking me, the Napolitano campaign might try answering this question &#8212; how did Arizona become No. 1 in the nation in crime while Janet Napolitano was leading our law enforcement efforts as U.S. Attorney and Attorney General?</p>

				<content:encoded><![CDATA[<p>Arizona is No. 1 in the nation in crime, and has been for the entire time Janet Napolitano and Terry Goddard have been in office. At least two serial killers and rapists are <a href="http://www.azcentral.com/news/articles/0712serialshooter0712.html">on the loose</a> in the Phoenix area, causing some communities to be &#8220;paralyzed by fear.&#8221;<br />
And what are Janet Napolitano and Terry Goddard doing to combat crime? With serial murderers and gangs of criminals on the loose in our community, Janet Napolitano is urging people who see someone <a href="http://www.azcentral.com/news/articles/0629B1-talker0629.html">littering</a> to call a hotline number. And Terry Goddard is <a href="http://www.azcentral.com/news/articles/0707consumersuits0707.html">suing Wal-Mart and Auto Zone</a> for scanner violations.<br />
So the next time you run an errand to Wal-Mart, take comfort that litterers and cashiers are on notice from Janet and Terry. But if you&#8217;re driving through Phoenix, you might want to remember to duck.</p>
